Can't download release notes or readme file for 2019 Update 5

I get "Not Authorized" error messages when I try to download the release notes or readme file for Intel Python 2019 update 5 (for either Windows or Linux). I am able to download the Windows and Linux distributions.

Can somebody fix that, or contact the web team for them to fix it?
