Possible ship a TensorFlow build with Intel's compiler as Python package

I just wonder is it possible for Intel to ship a TensorFlow with Intel own's compiler? TensorFlow is the most popular Deep Learning Framework currently, however the one shipped by Google on Windows platform always complains numerous CPU features available but the shipped TensorFlow failed to respect such merits. If Intel could ship such a optimized build, it would be greatly appreciated
