It seems that you are missing or not detecting the libHDDLPlugin.so file.
Can you check to see if the shared object file is available in
/opt/… …/inference_engine/lib/intel64 folder?
If not, could you manually extract the file from the rpm file?
e.g. intel-openvino-ie-rt-vpu-ubuntu-bionic-2019.1.094-2019.1-094.x86_64.rpm
Are you running on local machine, virtual machine, or Intel DevCloud? Can you share your environment details (processor, OS, etc.)?
