Adding support for upsampling

Hi!

I'm trying to implement a model which includes multiple upsampling layers.

When using the mvNCCompile tool, i get the following error message: Error 5: Stage Details Not Supported: ResizeNearestNeighbor.

Will upsampling be supported in the near future?
