Couldn't find the parameter for offline speech recognition demo

In offline speech recognition demo I couldn't find the  config file which is a necessary parameter to run the demo.Do we have to create a config file or is it located anywhere?

The file was kindly provided by OpenVINO community user MGabi. It is not available anywhere else.
