Download mobilenet-ssd model failed

when trying to download mobilenet-ssd model sometimes occurred error:

OpenVINO 2019R3 and  OpenVINO 2019R3.1 on Ubuntu 18.04 both have this problem.

Hi Rachel,

Are you installing the ROS OpenVINO Toolkit

Did you go through and install all the dependencies here?
