Thank you for reaching out to us.


The download link for 2021.4 is now available. For the 2021.3 release, Intel is rectifying this.


We suggest you download the OpenVINO latest release (2021.4). But, If you still want to use the 2021.3 release, the alternative download is available via Intel® Distribution of OpenVINO™ Toolkit Developer Package in the PyPI repository. Follow steps 1-5 to install the developer package.
