ERROR when convert SavedModel format model to IR.

I built a CRNN model by TensorFlow 2.0 and save the model use SavedModel format. It is happy to see OpenVINO support this format. But when I try to convert my model to IR, there was an error. And I don't know how to fix it.

This is output by mo_tf.py:

It seems like a codec problem maybe.

I find it happened in the model loading step, Do you find any solution? I already post this problem for few days :(
