IEI Tank setup - Hello world blocked by docker incompatibility

Following the instructions at https://software.intel.com/get-started-with-iei-tank-dev-kit

After choosing the Hello World example I got an error:

Docker Required!

Docker has been installed, but is not running or is not configured correctly.

I then followed the link and re-installed docker and got confirmation that docker was installed correctly. I came back to the hello world step and got the same error. Please advise.
