INTEL OPEN VINO FOR FPGA

I have installed intel Open vino and intel Quartus and fpga support files. I dont have an FPGA in hand. When I tried running the Neural network model for FPGA i am getting an error plugin not found. I just want to involke quartus when running Open vino for FPGA what is the procedure i should follow for involking  the path for Quartus so that i can get bistreams
