Yes, the licensing folder is redistributable.
For your second question, the LICENSE file was provided from Intel® Distribution of OpenVINO™ toolkit version 2022.2 onwards. The contents of the LICENSE file is the same as Apache_license.txt . For Intel® Distribution of OpenVINO™ toolkit version 2021.4.752, a separate LICENSE file was not included. However, Apache_license.txt was included and is located at C:\Program Files (x86)\Intel\openvino_2021.4.752\licensing\deployment_tools .
