OpenVINO installation - "\Microsoft was unexpected at this time"

When I try to run setupvars.bat I get the following error message - "\Microsoft was unexpected at this time". How do I fix this. I've reinstalled the software and did OpenVINO last. The installation gave me no errors.

- OpenVINO (please confirm is R3.1)
- Python
- Visual Studio
- CMake
- Windows version and build
