This would seem to be a big help when maintaining multiple systems, especially the split for development and runtime installs.
I used these instructions:

It installed and appears to work when I ignored the "is not signed error" but this is not a viable way to do things.
sudo apt update gives the following error:
W: GPG error: https://apt.repos.intel.com/openvino/2019 all InRelease: The following signatures couldn't be verified because the public key is not available: NO_PUBKEY ACFA9FC57E6C5DBE E: The repository 'https://apt.repos.intel.com/openvino/2019 all InRelease' is not signed. This is the GPG pub key that downloaded, sudo apt-key add responded with "OK":

Adding the new key fixed it.
Hopefully the next release will upgrade "automatically after it hits the repos.. IMHO this will be a big win for users.

The current contents of that file are two keys. `apt-key` does not understand it and adds only the first one, thus my problem persists.

The package name contains version, it means the new package will be installed apart: "/opt/intel/openvino-2019.3.xxx". Thus installation will not be performed automatically by "apt upgrade".
AFAIK, this scheme is used by other Intel libraries distributed via APT/YUM and is partially related to the fact that OpenVINO does not guarantee binary compatibility between releases and requires recompilation of user's applications with each new version. For convenience, symlink "/opt/intel/openvino" will point to the latest release after installation.

Thanks for the clarification, So basically an upgrade is a parallel install of the new version.
so I'd upgrade to R3 with:
sudo apt install openvino-dev-ubuntu16-2019.3.334
to get the most recent release, correct?
As I understand apt, this would mean that
openvino-dev-ubuntu16-yyyy.r.nnn would be the "meta packages to install all the component parts

I just installed the GPG.PUB file from the link in the updated 2019R3 installation page link and it has the same issue of two keys in one file and apt update is not finding R3
sudp apt-cache search openvino is only showing 2019.2.242 packages
