Yolov4 adaptation

Hello everyone !

I have initially completed the adaptation of YOLOv4,and I open source on github.

but YOLOV4-tiny still has some problems. i have verified .xml(IR) structure  using Netron.

I'm  wondering why tiny cannot detect objects.If you are interested in this project，welcome to have a try and communicate with me .

Current release of OpenVINO toolkit does not officially support YOLOv4 as well as YOLOv4-tiny.

I have solved yolov4-tiny 's bugs.Now this is full implementation of YOLOV4,V4-tiny and V4-relu.

Great work. I tried Yolov4 and Tiny Yolo on my NCS2. It worked well.

Have you checked the performance before and after conversion?
