According to the Supported Operations - by Framework Frontend under the TensorFlow2 Keras tab, Softmax should be supported and should be represented by OpenVINO Softmax.

Additionally, there's a GitHub thread discussion regarding Softmax operations in OpenVINO with more detailed explanation regarding its usage.
