Recently, I purchased a new Verilog license for ModelSim-AE. Apparently I had a very old one, and this caused the licensing people some administrative issues, which have now seem to have been resolved.
In any event, I now have several new license files, all of which appear to contain the new license along with some obsolete old ones, all tied to a T-guard dongle.
ModelSim-AE won't accept them, giving the following response to a vsim command:
# ** License Issue: License request for alteramtivlog feature failed
# ** License Issue: Invalid (inconsistent) license key. (C:\flexlm\License.dat)
# ** License Issue: Invalid (inconsistent) license key. (C:\flexlm\License.dat)
# ** License Issue: Invalid (inconsistent) license key. (C:\flexlm\license.dat)
# ** Error: Failure to obtain a Verilog simulation license. Unable to checkout any of these license features: 'alteramtivsim' or 'alteramtivlog'.

HI Sir
Thanks for your update. Upon checking with Intel IT team, Mentor engineering and Marketing team. Regrettably, the Dongle support has been disallowed for the OEM-Editions from v2019_3. Dongles are specifically disallowed in Exhibit 1 of the VAR Agreement.
According to the recent updated agreement (Jan 2021 to Jan 2024), We dropped Altera USB dongle (GUARD_ID=) support from v2019_3 Mentor Licensing release.
The Modelsim-AE 2021.1 Edition license will require a unique identifier on the target workstation, like an Ethernet address.
Please accept my apologies for the inconvenience and difficulty that you have.

Currently using QPP 21.2 for new designs and QII 13.1 for old designs. I have no problem with these licenses.

Thanks for your update. if my understanding right, only Modelsim-AE 2021.1 is not working. May I know, does Modelsim-AE 2021.1 ever work before?

No.
I can get ancient versions of Modelsim-PE working, using a FlexID-9 dongle, not that this helps much as they don't support much of SV.
Currently I am trying to use the Altera T-series UltraPro dongle that DOES work for QPP 21.2. It occurs to me that MS-AE might not support the T-series dongles, but I don't feel like burning a rehost just to test.
I'd prefer to use a dongle rather than a MAC address as I may be required to do work on the customer's premises.
