I need the export classification information for Altera Quartus II Programmer, 15.0.0.145

The classification information I need includes the following….

Jurisdiction:   

Classification Scheme:

Classification:

Since the Altera Quartus II Programming software is commonly used on commercial/consumer products I am expecting the classification to look something like this.

Jurisdiction: EAR

Classification Scheme: ECCN

Classification: ???
