I have acquired an Altera DE2 cyclone II development board, I installed the software that came with the disk (Quartus II 7.2 web edition) but when I open it, it asks for a license. I have followed the link in the prompt and requested multiple licenses and waited over 24 hours for each but never received a single email. The software says it will not generate output files without the license, I am new to FPGA development, I am a college student and am not sure how to troubleshoot this. Can someone explain why I haven't received an email or tell me about some sort of workaround?

License for Quartus versions older than 8.1, please refer the below old thread for more details,

I have tried three times, I am going to attempt to download Quartus 8.1 web edition, which says it doesnt required a license, and hopefully it should be able to program my Cyclone II

you can use any web versions of Quartus for cyclone II from shown below,
