Standalone FPGA Power Thermal Calculator download

I'm trying to access the FPGA Power and Thermal Calculator (PTC) standalone software as described in https://www.intel.com/content/www/us/en/docs/programmable/683445/22-3/accessing-the-intel-fpga-power-and-thermal.html

The Download Center for FPGAs linked in the document does not contain the standalone download, only full-blown Quartus.
