Hello everyone, I am working on a project in which I would like to use a main an Altera Cyclone IV board to implement a type of puzzle. I would like to allow other users with the same board to communicate remotely and provide solution inputs for the puzzle. However I am unsure how to go about allowing multiple boards to communicate in this manner. Any feedback would be appreciated.

I won't be able to advise on your application implementation detail but I do can share with you on the Ethernet IP solution offer by Intel FPGA on Cyclone IV FPGA.
Hopefully some advance forum users can jump in to provide better guidance to you.
One of Ethernet IP solution offer in Cyclone IV FPGA is TSE IP. You can check out the TSE user guide doc and example design from below link
