Quartus Pro Licensing and Stratix 10

I am looking to use a Stratix 10 FPGA board our HPC club has. I'd like to get it up and running and start testing out a few different ideas and testing different RTL code that we've just made.

So for educative and curious purposes we'd like to see if we can get this to work.

May I know what technical problem you are facing?

We'd like to see if we get a license from Intel to use these FPGAs. To enable the programming for the Stratix. 
It's not much of a technical question yet, so there's not a picture I can provide.
