fpga monitor program cannot work

hay, i am facing an issue with monitor  program .i installed the same versions of both quartus and monitor program ,but when i try to connect the board with monitor program get a meesage device not detect ,my device is eorking fine with quartus ,versions on quartus and monitor program are 21.1.also i installed in ubunut wsl1.kindly urgently help me how i can resolve that issue
