I’m having a problem with the monitor program when trying to load an assembly program onto the Nios II processor of a DE1-SoC FPGA board.
when I use quartus to download .sof files onto the board, everything works fine, but when I try to download a project onto the DE1-SoC board’s Nios II processor using Monitor Program, I get this error:
FPGA device not found on chain
Could not query JTAG Instance IDs.
Please ensure the FPGA has been configured using the correct .sof file.
I’m using monitor program 21.1, and I’ve already installed quartus prime lite 21.1 as well, which includes the EDS (Embedded Design Suite).
I also installed windows subsystem for linux for ubuntu 18.04, and an eclipse ide, which were apparently requirements for using this version of monitor program, though I don’t know why that would be the case.
I know the issue is not with the board itself because my university’s computers were able to load files using monitor program onto the board with no trouble.
the TA I asked said that there was a driver issue, but even after going into device manager on my computer (which is windows 11), I was unable to find any drivers that could be updated
my TA ran an executable file in the folder that quartus was installed in, and that did download some drivers (though failed to download others), but that did nothing to fix the problem.
I know I’m not the only student dealing with this problem, and it seems like nobody knows how to fix it. This is an urgent issue because I purchased my own DE1-SoC board, but I can’t use it until I resolve this issue with monitor program on my own laptop.

I got it to work. I'm pretty sure the issue is one of two things. Either the monitor program needs to be installed in the same directory that the quartus files are installed into, or the newest version of quartus and/or monitor program just have bugs. While I can't say what the real problem is, deleting both quartus and monitor program from my computer, and installing the 2018 version of both quartus and monitor program (version 18.1 to be exact) and installing them in the same directory made my computer able to connect to the board. All the university computers use old versions of monitor program and quartus, so maybe this is an issue with the newest update.
