1. install cvfon Vista
2. goto C:\Program Files\Microsoft Visual Studio\COMMON\MSDEV98\BIN\IDE, delet a file named DEVGAL.PKG
3. goto C:\Program Files\Microsoft Visual Studio\DF98\BIN, run REGUSER.exe
It works fine for me and it's not nessary to upgrade to 6.6c. But when you choose to upgrade, itprobablytells you the cvf doesnt be installed properly.
When it prompts a msg suc spawn error in debugging, jus ignore it.
For Windws 7, this mtd doesnt work. But someone reported his success on a Chinese BBS www.newsmth.net; he installed cvf 6.5 on Win7 x64 without any change. But I failed.

I didn't have trouble with CVF on Vista, once I learned to run DevStudio "as administrator". CVF installs on Windows 7 x64 but won't run.

Yeath. Sometimesit worked fine for me without change. But it was not the always case. I also find thereare others in my condition, so I paste my method.
