Can't open m_fcompxe_2020.0.015.app

I've downloaded m_fcompxe_2020.0.015.dmg for my MacOS 10.15 and Xcode 11.1, but when I try to open m_fcompxe_2020.0.015.app, the icon keeps jumping for a while and then stop, I can't open it. I tried m_fcompxe_2016.5.074.app then, the same. Anyone can help? Thank you!
