Custom build, post link step commands and tools hang

Since I have installed DVF 5 and CVF 6.5 under Windows 98 SE, custom build, post link step commands (such as copy) and tools redirected to output windows hang leaving a winoldapp running in the task manager.
All used to work fine under Windows 95.

Is this a problem specific to Windows 98 SE?
