Execution of installation process failed: vs_isoshell.exe 1603

Installation of Intel Parallel Studio XS 2017 on an off-grid Windows 7 Enterprise system is failing with

Module Name: vs_isoshell.exe

Application returned error code: 1603

Running .../installs/cmd_and_libs/143/ww_vsshel_2013_isolated/vs_isoshell.exe returns:

Microsoft .NET Framework 4.5.1 fatal during installation.

The log contained

Created a system restore point.

MUX: Cache Begin

Repeated sets of {Verified existing payload./MUX: Source confirmed}

3x Registering dependency: ...

Applying execute package: netfxfullweb action: Install.

Error 0x800c0005

I know you've done some of this, but see https://software.intel.com/en-us/articles/errors-installing-visual-studio-2013-shell-on-windows-10 for more complete steps. You may also want to try directly installing the .NET Framework 4.5 from https://www.microsoft.com/en-us/download/details.aspx?id=30653 and then trying again.

Hmm - this says it is an update, http://download.microsoft.com/download/1/6/7/167F0D79-9317-48AE-AEDB-17120579F8E2/NDP451-KB2858728-x86-x64-AllOS-ENU.exe is the 4.5.1 installer.
