This appears to be an Altera/Intel FPGA device. I found Cyclone® IV EP4CE10 FPGA with some information. However, this Fortran compiler forum (and the related Intel developer software forums) has no information on use of FPGA chips, which is handled by an entirely different part of Intel. I suggest visiting the web page I linked and go from there. Good luck.
