File and Character String Operations Errors when calling FORTRAN from C++

I am able to pass integers, reals, strings between MS Visual C++ .NET 2003 Dialog based project and Static Library IVF 8 project as described in the attachment. However, I cannot open files or work with strings in the FORTRAN subroutine (commented lines in the fortran file). I will greatly appreciate help resolving this issue. Thanks,
