I am looking to purchase a license for fortran compiler,  do I need to purchase the full version of Parallel Studio XE or can I get the fortran only?

You can buy "Parallel Studio XE Composer Edition for Fortran Windows (or Linux)". This has only Fortran and the Intel Math Kernel Library.
