I did not know that NVidia bought the PGI group from ST Electronics and has now made the PGI Fortran compiler the NV Compiler and they are giving it away free with CUDA type stuff.
Do you think this is why Intel made it free a few months later?

No. More likely it's because people aren't buying the PGI compiler since it has a well-deserved reputation for being, um, doo-doo. It has never been serious competition for the Intel compiler. Intel has flirted with making compilers free for many years.
