Hi am using PSSE 36.3.1 version which need one API 2025.1.0 i believe... but the latest one does not support my program how to download the exact same version.

"The Intel oneAPI runtime version included with PSS®E 36.3.1 has been updated to version 2025.1.0 to include functional and security updates. The inclusion of this runtime also introduces support for the Intel IFX Fortran compiler, which is the successor to the Intel IFORT Fortran compiler."

very few differences between 2025.1.0 and the latest 2025.2 compiler.  Try it.
