I downloaded and installed the Intel Fortran Compiler Professional Edition for Mac OS X. I found the mkl library is already installed in the folder /Frameworks/mkl. Does mkl library come with this type of compiler? Do I still need to install mkl library separately.

You are correct, Intel Fortran Compiler Pro does include a FULL version of MKL. THis is the same version of MKL that is sold separately, there are no differences. Thus, no, you do not need to purchase or download MKL separately.
