The installation fails because the installer cannot write to c:\program fies (x86)\intel\composer xe 2013 sp1\compileia32\libipgo.lib. Verify that you have access to that directory. When I inspect the properties of that fold, it is read-only, so I clear that, and clear it in the folders above all the way up to c:\program files (x86), and I still get the message.

Are you logged in as an Administrator? The folders under Program Files are not usually read-only (though writing into them typically requires Administrator privileges.)

The folders need to be writable by the installer. Does your system have some sort of nonstandard configuration that automatically makes folders readonly?
I suggest deleting the Parallel Studio XE 2013 SP1 folder (and its contents) and trying an install again. If it still fails, make all the folders under Parallel Studio XE 2013 SP1 writable.

Ok I will try that.
I cannot remember the sequence of integrating Parallel Studio XE 2013 SP1 with my trial version of VS2015 or whatever the latest is.
I installed VS with C++ enabled, I know I need that. But I install Fortran after that, correct?

Correct. You will want VS2013 - nothing newer. You'll also need at least update 1 to VS2013 SP1. Are you installing an evaluation version? The purchased product includes a complete Fortran environment based on VS2010, so you should not need a trial VS installed. (If you do the VS trial route, be sure to uninstall it completely before installing the purchased Intel Fortran.)
By the way, I suggest you change the "display name" you use here at Intel Developer Zone to not be your email address. Click on your name in the upper right of the page to go to the Dashboard where you can edit this.
