Integration bug of ifort/ifx 2021.9.0 and Visual Studio 17.6.2

I guess this is bug week ... this is one is minor though.

When creating a fortran project in Visual Studio 17.6.2, and after creating folders inside that project (in the Solution Explorer), those folders cannot be moved around. If you try to do so then Visual Studio will issue a "Class not registered" error.

For instance:

1. File / New / Project (give a name and specify a project location)
2. Try to move one of the three automatically created folders (say, "Header Files") into another one (say, "Resource Files") by dragging and dropping it. This will trigger the error.

This error didn't exist in a recent past - not sure when things started to go South though.

I can reproduce a problem, but it tells me "Unspecified error" instead.
