I am trying to access old versions of Intel FORTAN compiler Windows 64 2020 update 4 download. I tried searching and was not successful in finding anything.
Alternatively, I can use OneAPI 2022; yet again, could not download it. Any help is appreciated.

It is simply click using say Opera and it saves if all your settings are correct to downloads and as long as you have permission to install on your computer, if you are using say a State of __________ computer then likely you are locked out and your IT people will need a long letter to agree to install, three weeks because they are on holidays, a week for Easter and perhaps a few visits, where you do not get angry as you will go to the back of the queue, or get written up or have to take training seminars on how not to upset IT people, who work best via their interesting ticket system that five years after you are finished sends you a note to ask if you are satisfied, DO NOT RESPOND unless your death wish quotient is high at the time .
When you get your computer back it will not run as they did not set setvars.bat and you do not have permission to run batch files.
It is a lot simpler to buy a NUC yourself, load the software at home and work from home.
Of course you may think people here can answer your questions, perhaps is the best answer.
You cannot talk to IT people as they are in a locked room with a keypad, if you casually stand next to the door you can socially engineer the pin and you send it to everyone in the department except IT, use an anonymous email for that trick.

Free is interesting, many years ago at a university I was not permitted nor had the funds to use MS Powerstation. The disks were locked in the IT office.
Each morning, computer hardware would be left in the office on the ground floor and it had to be carried up to the third floor. I took to carrying it for the nice lady IT human, but I had to leave it on the floor outside the door.
She said one day, here is a key do not tell anyone, but if you could put them inside it would be great on the desk.
Saturday morning I lifted the disks, installed and returned.
Social engineering takes many forms.
The IT lady named all the computers after sharks, mine was called Minnow, when I asked ? She laughed and said Fortran.

I obviously can find the latest version on the website. So the latest one is free but the old ones should be purchased? What sort of rationale is this?

Since the OneAPI launch the software is free but they only have a download for the latest version. The older versions before OneAPI you always had to pay for and needed a paid licence. So there is only access to those if you paid and there is a limit to the versions that are still available but if you have a current paid maintenance they sometime dig up links to really old versions as a ticket request..
