...or has it permanently taken a dislike to my browser? I tried submitting an issue but there was no visible way to get past step 1 of 3.

I'm having th same problem. Whenever I try follow the link to the Premier login (https://premier.intel.com) it says I am "not authorised to access".

I can log in and view a previously submitted issue. I last updated an issue on Dec. 24. In the past I have observed for days running the issue where it wasn't possible to attach files to an issue; didn't try that today. I don't even remember the issue I was asked to submit which I gave up on after 5 attempts over 10 days.

You will get "not authorized to access" if you don't have any licenses with current support. (If you believe this is incorrect, let me know.) If there are other problems still, also let me know.

The issue is still the same, step 1 of 3. Go to https://premier.intel.com/ enter user name and password, click the submit issue button, and now you are supposed to select the mandatory select a product field. The trouble is, there is no product to select and typing fortran and hitting the search button does nothing. The browse products link leads to a webpage with a couple of links that do nothing either.
I just wanted to enter a couple of tests I posted earlier to the forum because in wasn't clear that they had been forwarded to Intel support, but the select a product field seems to be an insurmountable hurdle. Even copying down the exact product name from Intel's documentation and pasting it in there makes no progress past that point.

Well, the threads were https://software.intel.com/en-us/forums/topic/495001 and https://software.intel.com/en-us/forums/topic/530367 but I also typed up some of my impressions as to what I thought about the results and made slightly modified test programs.
I remember that I had trouble attaching my avatar.jpg file, so maybe the screen shot won't come through either. Yep, can't see any way to post the screen shot. I wish someone would post the exact sequence of things you need to do to post a file; I don't see anything obvious. There is a select media button on the bottom, but that doesn't seem to do anything. Also an add media button on the top. Well, I just don't get it and I've spent too much time on this as it is.

I just tried it using my personal email (since if I try logging in as an Intel employee I see a different interface). When I clicked Submit, after a few seconds a search form appeared. I typed in Fortran and it showed Intel Fortran Compiler for Windows. I could select that and proceed. I'll comment that it shows only products you have active support for, so if your support term for a Fortran-containing product expired, it won't show. If you still can't get it to work, let me know.
As for attaching images you can click the image (media) button in the toolbar, select your file, click Upload, then Next. You'll be taken to two more screens where you can enter attributes (some redundant), click Save or Next or Submit on these. The image is then inserted.
You can also use Select Media below. The trick is to be sure to click upload before proceeding.

OK, up there is the point where I get stuck. No progress is made from this point. Logging in to the registration center with the same account (not this one) it shows valid license for Intel Fortran, with the show expired products box unchecked. Now what about Avatar.jpg? Seems to have come out as an attachment. I suppose that's as close as I'm going to get tonight.

When I try this, as soon as I start typing "for..." in the search field, an icon starts turning at the right hand end of the field.
I just wonder whether you have java or something blocked on your browser, so this can't run.

I tried logging in with Chromium 25 and linux Arm instead of MSIE 11 and Windows 8.1 (TV vs. PC) and I got to the same screen as above but this time when I hit the search button I got an error page that said "An error has occurred while processing your request. If this error persists, please report the details to your intel support contact." With my PC I didn't get this error page; nothing really happened when I hit the search button. Also on my TV, I only had to log out once, whereas with my PC logging out the first time led me to the first page you get to when you log on and I had to hit the accept button and log out a second time before the page considered me logged out. So the page seems to like Chromium 25 better than MSIE 11, but not enough for me to be able to submit an issue.
