How can I transfer the ownership of a Intel Parallel Studio XE Cluster Edition floating license with expired support to a user from a different domain?

I can't do it. The license is expired. That's what I received from Intel:
Because support for serial number XXXX-XXXXXXXX expired on Aug 30, 2018, the end user will not be able to submit a ticket to Intel Priority Support until he purchases a support renewal to extend support & make it current. The only alternative is to submit the request through the public community forums. He should not include his serial number; it will be requested offline.

Interesting. I guess you then wait for an Intel rep to respond. I had been told that anyone could file a report and that all licensing issues had to be addressed that way.

This is very bizarre that you were unable to submit a ticket. We have tested again and verified a situation where a user has an expired license and is able to submit a support ticket.
Please provide details on how you got that quoted message from Intel? A URL link would help. I have sent you a private message regarding this and license transfer as well.
