Intel has posted the "Math Kernel Library ", Is this thing compatible/usable with cvf?

Yes. CVF is listed on the requirements page (though it says "6.0", that really means "6.x").

Where on the Intel site is this library posted, and what does it do? How does one use it with a CVF project?

http://developer.intel.com/software/products/perflib/ The MKL for Windows is normally a product you purchase, but there is a beta which I assume is the "posting" being referred to. The documentation should have explicit instructions on using it with CVF.

I thought the math kernel was free. Is this a change in the licensing or was I wrong from the start?

It is a change - MKL used to be free, but hasn't been for the past year or so.
