Need to get a new Fortran compiler and machine

I want to purchase a computer and FORTRAN compiler, and I want if to be stand alone (not cloud based). I need go do this as inexpensive as is reasonable, I expect to develop all of my own code and therefore do not expect to initially need (use) modules and subroutines that are available from other sources. I would prefer to use either Windows or Unix. Any help or referal to where / how for me h the I proceed is appreciated. Thank you!

Well the Intel OneAPI Fortran compiler is free  these days (unless you want to buy technical support)  so that is as good a value as it gets, look no further.
