Parallel Studio XE 2020 Composer IVF IDE integration problems

I try to install Intel Visual Fortran 19.1 on Windows Server 2019 Version 1809 and I am not able to integrate it into VS2017 15.8.9 and/or VS2019 16.0 without success. When I run install.exe, a first screen popup and then disappear. However, when I run in compatibility mode (windows 7 or Windows I'm able to install IVF without error but the IDE Integration is not done. I tried on different computer with the same result. I uninstalled and reinstalled IVF and VS many time without more success. I don't see anything special or any fail in the logs neither. The module "Desktop development with C++" is installed. I also try with a new Windows Server installation. What should I look next? Is there a requirement missing? Is it a compatibility issue? Thanks for your help

This table lists the Intel compiler versions along side the VS versions that are supported. 

Is there a reason why you are using such an old Fortran compiler?
