Problem connecting to Registration Center

Is Intel having issues with the Registration Center? I have been trying to access the web site at https://registrationcenter.intel.com/ for the last few days. I keep getting the Network Timeout error.

Our apologies for any inconvenience. We are not currently aware of any outages or issues with user logins to the Registration Center. We alerted the Startup Support Team about your post and someone will be in contact with you via email to assist further.

registrationcenter was extremely slow to respond to me, earlier this morning. I was surprised it didn't time out. It seems to give way different response depending on various factors, including routing.
