Hello
I havea licence for theIVF 11.1 with IMSL(bough it November 2010) and for the project I'm working on need to buy another licence, however as there's a new version I have some questions about it:
Can I use the IMSL libraries withthe Intel Fortran Compiler XE 12?
If yes do I need to buy the libraries separate or is there a pack with them?
Can I upgrade my IVF 11.1 with ISML to the Compiler XE 12 for free?

IMSL support hasn't been made available yet for ifort XE "12." Assuming it becomes available before your license is a year old, you should be able to download it under your current license.
You could get the "12" now, and install alongside 11.1, but it doesn't work yet with IMSL.

You can purchase a renewal on Intel Visual Fortran Compiler and you will get upgraded to the 12.0 /Intel Visual Fortran Composer XE with IMSL when available. This release is in qualification now.
