I found this to be correct, but along the way, I found out that if you go to control panel and look at programs, there are minor releases for the latest 2052.2 Fortran in the base kit and the HPC kit, I am now updating. It appears to be the C++ compiler?

Never seen updates under settings / programs. Could you explain with a screen shot maybe showing what you are looking at?

If you open control panel
then open programs you see this set of installed files
select the intel oneapi base kit and then it asks if you want to change it - pick that option
if there are updates as there were this morning, a green update button will appear under modify.
I watch this about once a week so I catch Intel when they have uploaded the updates, but tell no-one till they have tested it.
Stretching back to Mary Taylor at Intel, I just like catching them before the announcement.
This is a minor release 2025.2.1 instead of the 2025.2 - which should have a .0 for the older version.

There is no announcement of the minor revision. YET. I have no way of knowing how long it has been around as I have been in Europe.
If you use this method it keeps all previous versions so we have ifort.
Notice the multiple base kits.

I see, in this instance the vendor (Intel) installer invoked by "modify" has an online check component. I did not know that. Do you get the option for a full offline instal package if you click that?

No, you cannot download the updater, but I have the last IFORT stored away so when I have to install oneAPI from scratch I just do the last IFORT and then update, it is much quicker.
But I pretty well use IFX as most of my code is vanilla.
