Im trying to install Abaqus 2020,I tried to link Abaqus with current version api toolkit but failed ,the software requires intel oneAPI2021 to install for windows. I see a related question on Where can I find older versions (2021.2) of Intel OneAPI Base and HPC that @Soumya_M_Intel answered, but it didn't works.
Where can I download the Intel OneAPI Base and Intel OneAPI HPC version 2021? Can someone post links for download.

You can't, unless you perhaps have paid support. There are many posts here showing how to get Abaqus to work with the current compiler.
but i have abaqus 2020 version i want to link that version with fortran even 2024.0 version will also work of toolkit can u pls do the needfull
If you're using the free version, the latest is what you get. You can use Abaqus with it - it just may take some editing of the script Abaqus uses to locate and invoke the compiler.
the latest version is not compatible with abaqus 2020 can you just getme 2024.0 version it would also work
