From time to time I discover that there is a new version of the compiler.
Unfortunately, new versions are relased silently without any announcement and lack relase notes.
Is there any way to see the current version of developers tools with a short description of "what's new" in this version?

New versions are not released silently. Only customers whose Support subscription is valid receive email notification via the Intel Registration Center about the availability of new releases unless one opts out of such notification. See (here) for details about toggling notifications.
Your "gmail.com" account has notifications enabled so if you're not receiving emails from the Intel Registration Center about new releases/updates, then we need to direct this to our Start-up support team to investigate.
The Release Notes for the current release are always available with the online documentation(here).

Thank you for your answer. I, probably, did not explain myself clear enought. I do receive mails about major (maybe you use another teminology) relases. However, nothing about minor relases. For example, current major release is 11.1.

For example, current major release is 11.1 As far as I know there were several versions (builds?) of it. I remeber 038, followed by 046. Form this forum, I saw that some users have 058. These minor relases is what I am asking about.
The link you gave me constains release notes for 11.1 withou any further specification.
Moreover, I would like to see the most recent version number somewhere on the web. Because currently you have to start to download the progrogram in order to see what version it is.

As Kevin said, each update, major or minor, results in an email being sent to users with current support licenses. When you log in to the Intel Registration Center, the initial page listing your products identifies the latest version you are eligible for - you don't have to download it to see. Furthermore, a link to the release notes for that version is provided alongside the download links.

There are currently only two Linux 11.1 releases available today:
11.1.038 (initial 11.1 release)
11.1.046 (11.1 update 1)
There is no 058 update available for Linux. This forum is for Linux and Mac OS X so I expect you saw a Mac OS X update release referenced in some earlier post.
The two Mac OS X 11.1 releases available today are:
11.1.046 (initial 11.1 release)
11.1.058 (11.1 update 1)
Some terminology:
"Major release" = a ".0" release (e.g. 10.0, 11.0)
"Minor release" = a ".1" release (e.g. 10.1, 11.1)
"Update release" = any subsequent update to a Major or Minor release.
