Visual Studio Not Found During Install

I have uninstalled all of Visual Studio, unregistered "Microsoft.VisualStudio.Setup.Configuration.Native.DLL"  and uninstalled FORTRAN.

I have reinstalled VS 2022 (17.3.2) and VS 2019 (16.11.18).  Still, FORTRAN setup (2022.1.0.139) will not find Visual Studio during setup.

What can be done to get this to work?
