I am trying to make it easier for my customers to solve their IntelFortran and Visual Studio problems.
I went to

where you list 3 Visual STudio repair utilities.
What exactly do they repair?

These unregister and reregister the six DLLs which provide the Intel integration into Visual Studio. What happens sometimes is that the installation process gets an error while registering these but the error does not get reported. The tool not only does the unregister/reregister but also reports any errors. For example, we have seen on some systems that some other software has changed permissions on part of the registry preventing the DLLs from registering.
