What versions of VS 2022 is OneAPI 2025.0 compatible with?

As per the question, 2025.0 is now the downloadable version of OneAPI, but Intel® Compilers compatibility with Microsoft Visual Studio* and... hasn't been updated to say which "Validated Microsoft Visual Studio* Versions" can be used with it.  I currently have VS 2022 17.9.2 to match the validated version for 2024.2, which is the latest version I have installed.

And then I looked in the Fortran release notes: Intel® Fortran Compiler for oneAPI Release Notes

It's still 17.9.2

Correct. I will add that there will be an update to supported versions of Visual Studio in the next 2025.1 ifx release. I apologize for the inconvenience it might cause to some.
