I tried downloading the newest VS (2016), but the license file would not allow it.
The registration people wont tell me how to upgrade my license to the newest activation, but
when I reloaded the older version of the compiler and VS 2013 it wont run that either.
I guess I somehow have to get rid of the stuff that was put on in the Unsuccessful download of VS 2016,
but I dont know how to do that - - so now I am stuck.
The registration people wont help - - - at least so far.

I have a current license active until 1/22/2017, as far as I can tell.

Bill, you posted this a whole 14 minutes after posting in the licensing forum. If you don't get help there within a day, write back here.
I will have the Registration Center email you a license file. Replace any old license files in C:\Program Files (x86)\Common Files\Intel\Licenses with this one and see where that gets you.
